If you are unable to record the steps using Jmeter proxsy server then use Bad boy(3rd party tool) record the steps and then export the recorded steps to Jmeter .jmx file. Now parameterize the required fileds(username,password etc...)...after the parameterization over then run the script for multiple users so that it will create the accounts simultaneoulsy.
