you can specify a time on the ThreadGroup. Check the scheduler box and you will get options to specify the time.
However what I meant use windows Task scheduler to start up separate jmeter instances at a predefined time on different machines (or perhaps at exactly the same time). This means not using the distributed test functionality of Jmeter , you will run each jmeter instance by itself >i got connection refused error. You really need to provide better information if you expect people to diagnose your problems.
