Maria, This is definitely a potential observation. The target machine resources may be under utilized at a lower number of threads. As you run your tests you should be looking at CPU utilization for both the load machine and the target machine.
As you increase the number of threads at some point you should see the throughput plateau or decrease. A reasonable goal would be to execute enough threads such that your target environment is operating at 80% CPU utilization.
