I've found the problem. FYI: Using JMeter's Proxy Server, I recorded a test plan against a live web server. I took this test plan, changed the 'HTTP Request Defaults' to point to the test server, upped the number of threads, ran the test plan but perfmon's counter didn't change.
I tried recording a new test plan directly against the test web server. Ran the test and the perfmon counter changed as expected.
