Currently there is a properties file which contains
properties/settings/messages in English. Only some of these need to be
localized.

Current counts are
 Jmol.properties: 404 lines with =
 Jmol_nl.properties 307 lines with =

So, at the present time there are ~100 properties which should not be
translated.

I believe that most localizations will/should derive from the english
original.
I started the spanish localization with the _nl version, but it is
difficult to do without continually referring back to the english
original.

I recommend that we seriously consider splitting the current
Jmol.properties file into two. That is, create a Jmol_en.properties file
which would contain the english strings.

This would clarify which strings need to be translated while, at the same
providing a good base for future localizations:
  cp Jmol_en.properties Jmol_newlocal.properties

In addition, it would also make it easier to migrate the localization file
format at some point down the road (should that be desirable).
