Yes, they need to be translated.

I haven't gotten around to it because ...

 * I would like to combine the popup menus and the app menus so that the
translations only have to be done one time.

 * Properties files can inherit, so at one level, it should be easy to do.

 * However, the property names that we use are not consistent. We need to
rectify that.

 * The applet/viewer needs to be 'internationalized', but I didn't want to
take the Jmol app international resource handling without taking a look
at it.
