I just downloaded and installed this on a clean Win98SE system ... works fine for me:

The netscape install automatically installed Java runtime 1.4.1_02
Only difference is that I am running Win98SE. Frankly, I would expect NT to be better.
I would try uninstalling and reinstalling on your system.
