I understand the explanation on the MissingResourceException, it's not a problem.

BUT, I was talking about the NullPointerException that appears later in the logfile.
I saw this one only once but I'm usually not looking at the log.
I tried an other and there was no exception, but logs were also in an other order.

mesages_fr must first be created. Therefor run msgfmt as shown in
build-i18n.xml (create-catalogs targets). The resulting
messages_fr.class file needs to be placed into
src/org/jmol/translation/Jmol/.

As long, as the the messages_*.class files are not inside the jar, you
will not have any translation. Egon and me discussed, if these .class
files should be added to the CVS, but the decision was against this
solution, because then the source would contain compiled files. The
build-i18n.xml file currently only works for Unix/Linux-like systems.
Windows support will be added soon.
