I commented out the code and added the remark regarding permissions.
I think that someone downloaded the .zip version for a unix system and
ended up with permissions problems.
It adds another thing to be uploaded when releases are made and I thought
that it was more trouble than it was worth, so I took it out.
That was several years ago ... and noone has complained until now.
I won't be opposed if someone wants to reenable it.
