Two things come to mind:

1) check what is done in CIF files. I'm almost certain the helix 
business is a subset of the data_ record.
2) find some example PDB files and see what they do. NMR models come to 
mind.
3) nothing different in 10.x, I think. I note that 10.2 isn't quite 
reading turns/helices properly in certain cases.
4) I'm pretty sure PDB files are messed up/ambiguous when it comes to 
multiple models.
