Given the rationale that has been discussed, the best option may be to ask the
translator,
rather than assigning a main or default country.
Most of the po files have information from the translator:
"X-Poedit-Language: Catalan\n"
"X-Poedit-Country: ANDORRA\n"
"X-Poedit-Language: Czech\n"
"X-Poedit-Country: CZECH REPUBLIC\n"
de has no info
"X-Poedit-Language: Dutch\n"
"X-Poedit-Country: Nederlands\n"
"X-Poedit-Language: French\n"
"X-Poedit-Country: France\n"
"X-Poedit-Language: Estonian\n"
"X-Poedit-Country: Estonia\n"
"X-Poedit-Language: Portuguese\n"
"X-Poedit-Country: Portugal\n"
"X-Poedit-Language: Spanish\n"
"X-Poedit-Country: SPAIN\n"
"X-Poedit-Language: Turkish\n"
So:
ca_AD
cs_CZ
nl_NL
et_EE
fr_FR
de_DE
pt_PT
es_ES
tr_TR
