In the ideal scenario I see both. In the first instance I envisage the
applet being embedded into the web portlet and being used for quick
verification of the input and checking of the output. I would really
like to add Globus submission tools to the application so that people
who do not want to use the portlet can use the application as their
submission tool.

I have seen WebMO but as I understand it you have to use a web server on
the resource that you want to submit the job to and that would mean a
different WebMO interface to each cluster. It is also not possible for
us as we cannot open the web ports on our cluster due to security
restrictions. The only things we are allowed open are SSH and Globus
Toolkit.
The portlet would provide an application specific interface to a general
grid resource. As long as your resource had Globus Toolkit installed
(and you had authorization) then you could use this single portlet (in a
single location) to submit jobs to it.
