Yes, so I see.... Please download it again. This time it should work,
and in addition, if Jmol is started from the DOS command line or Unix
command line from a directory, then that directory is the default
directory for . The popup menu "About Jmol" submenu should report
"Jmol 11.6.15_dev_1"

This now uses System.getProperty("user.dir"), which I think is the
proper way to get the current directory.
