You need a cvs client (like cvs on Unix/Linux). Further instructions are given: http://jmol.sourceforge.net/download.html and http://sourceforge.net/cvs/?group_id=23629 The reader itself is in the src/org/openscience/jmol/io directory the Jmol module. When retrieved, the resulting directory structure has the same build.xml Ant script as the source distribution.
