Which JVM is Mozilla using? If it is using 1.3 then I'll bet it is an
Apple bug.

This is a good question, even on XP, though I keep up to date with my JavaVM, I recognized that Mozilla keep using an the old one (despite it the most recent one shows up in about:plugins).
I deinstalled all JavaVM and JavaSDK and reinstalled only the most recent Versions and deleted and copied the Java*.dll in the plugin directory by hand.
about:plugins shows up again with the correct dll files, but it doesn't work until I discovered on the mozilla home pages, that I had to insert a single key into the Windows registry (at least, if you get Mozilla as a directory tree, not using an installer). Now the _03 JavaVM is involved by Mozilla1.6 as expected.
