Presumably you already have Chime installed in Netscape 4.7. Go to Edit -> Preferences ... and click on Navigator -> Applications. Every MIME type that Netscape knows how to handle is listed on the left, with the corresponding plug-in or application on the right. To see the extension of any MIME type, click once on the MIME type and click Edit ....
I asked about training Safari to launch external apps in Apple discussions. Someone told me that such a capability would be a very serious security flaw, so they doubted Apple would ever add it to Safari. Hunh.
