If you open up IE -> Tools you should see a checkbox for the Sun Java Console. The version number of the JVM is in there. If you open up IE -> Tools -> Options... -> Advanced you should also be able to find a checkbox which enables the Sun JVM. I set up a new Dell for someone a few weeks ago ... also with WinXP Personal. I was also surprised that the Sun JVM was pre-installed. After searching the web, here is my theory. There were press releases from Sun/Dell/HP about 18-24 months ago saying that agreements had been signed that they would ship systems preconfigured with the Sun JVM. This was in response to Microsoft saying that they were dropping their JVM support. So, Dell & HP said that they were going to preinstall in order to minimize problems for their customers ... to cut down on customer support calls. Someone posted a message last week saying that their new Gateway did not include any JVM ... so apparently Gateway is not on the same program.
