I believe that you are correct.

On the older Java 1.3 platform, .jar files which were referenced through
the achive tag were only cached in the browser cache, not in the separate
plug-in cache.

(cache_archive may still have a place in a very controlled intranet
environment when it is combined with cache_version, but not on the
internet)
