Generally, it is done automatically by Java. By default, Java uses the
language that you specified in your OS, browser, ...
That's why you have some texts in Spanish.
But you can use the -Duser.language=es among the Java options.

Yes, it is the same file/version. It contains the strings that are common to
the App and the Applet.

They have been split to reduce the size of the Applet.
