to answer my own question (finally), no it does not.  I was reading the wrong 
licence, an older version of the LGPL that was unclear on this point.

however, LICENCE.txt in the Jmol src root clearly states:

"If distribution of object code is made by offering access to copy
from a designated place, then offering equivalent access to copy the
source code from the same place satisfies the requirement to
distribute the source code, even though third parties are not
compelled to copy the source along with the object code."


in retrospect, this makes more sense than simply providing a link to the 
sourceforge site - since one may be distributing a version of Jmol different 
from the sourceforge version.
