However, the active pages you see are not XML. They are JavaScript.

If it's working this way, then it shouldn't be too difficult to help
maintaining the translations.
Gettext tools could then be used to convert from XML to PO files (and
backward)
PO files are dedicated for translating and help maintain the translation.
(Maybe Daniel can be more specific about this part or have better ideas)

It seems to me a translation involves two issues: Content and Headings.
Heading translation is static and easy, I think. Just define the replacement
words. Content could be easy. Honestly, one wouldn't expect a whole lot of
maintenance. My recommendation would be to augment the EXCEL spreadsheet --
All of this could be done in Excel. It's just a separate column for the language
of choice. What do you think?
