That is a bug.

There is no support for a 'dotted' parameter to the 'set monitor' command.

The current (undocumented) way to do this is

 set monitor -1 // dotted
 set monitor <small integer> // pixels of diameter
 set monitor <decimal number> // cylinder radius in angstroms

I do not know what you are seeing. It sounds like it is related to the
selected atoms.

Nevertheless, 'set monitor dotted' does not exist.
