Thanks to everyone who sent advice on how to use CSS as an alternative to frames, especially Toby White who sent this example:

Unfortunately, the scrollable rectangles in the above example do not respond to the mouse wheel in Gecko browsers. This alone is persuading me to keep using frames, which work (including mouse wheel scrolling) in all the browsers tested below. I am one of those people who find the mouse wheel to be a huge improvement in human-engineering the PC.

(And I still don't understand why I am advised not to use frames. I have used them extensively for years and they have met my needs well. They still work in all popular current browsers.)

My tests were in Windows XP SP1. (I am afraid to install SP2 on this computer because I have VMWare installed [expensive] and I don't want it to stop working.) My XP SP1 is up to date with all critical updates.

X means the scrollable area did not scroll in response to the mouse wheel (even onFocus).
M means it scrolls with the wheel on mouseover (not click, focus not needed).
F means it scrolls with the wheel only onFocus (click) not on mouseover.
CSS means the above body5.html example.
