You are correct.

Jmol puts the label a few pixels in front of the atom.

RasMol/Chime always display labels on top of the molecule.

There is currently no script command for this.

This is the first time I recall anyone asking for this.

I don't think it would be difficult to add, but someone would have to do
the work.
