The problem may be somewhat deeper: I found similar behaviour for the partial01 bond as it is defined in CML files. They get the current wireframe size upon loading, but cannot be changed afterwards.
The same occurs when the bonds are created with connect (at1) (at2) partial.
This was filed as a bug in April, under #1477779.
At the time I assumed that the problem was that the partial[01] bond in Jmol is technically a hydrogen bond, for which the diameter is less flexible than for a 'normal' bond. On the other hand, I cannot reproduce your problem with loading CML partialdouble (aromatic) bonds; in that context their wireframe diameter can be changed afterwards.

I have found what seems like a bug in implementation of CONNECT command (10.2.0):

Bonds that are created with "connect () () partialdouble" receive a thickness according to current "wrireframe" state, and it cannot be changed later with "wireframe"
This does not happen with
"connect () () double"
