As far as I know, that's how it works, yes.
I've used it rarely.

I don't know anything about how to *prepare* the signed applet.

And answering to Anthony, yes, apart from letting you pull files from 
any server (as Bob has pointed out), the signed applet gives you more 
freedom for local files location (I never remember how much freedom; 
I have abandoned the use of signed applet; I simply put the unsigned 
applet files at the top folder of my webpages and in that way they 
work in my hard disk, in the web server and in a CDROM, and no 
frightful security questions for the user to accept.)
