You have to use
spin y {*} 20
so the spinning is around that geometric center, then to set the slab
while spinning
slab reference {*};slab off;refresh;slab 60;slab on;refresh;slab set
so that the slab reference point is the same as the spinning point.
The refresh perhaps shouldn't be necessary, but it is.
