Try replying with a request for the funds to buy the software you  
would need to develop Flash pages then point out you wouldn't need to  
spend their money if you could install Java.

Is there a list of schools using Jmol on the wiki?  Would help to show  
that many schools do this so not "everyone" is using Flash, certainly  
not exclusively, and plenty of people find Java to be sufficiently  
safe and not outmoded.
