It works at least for the example in
http://chemapps.stolaf.edu/jmol/docs/examples-11/draw.htm :

draw arrow1 arrow {0 0 -.5} {.2 0 -1} (atomno=2) offset {-.5 -0.3 -.5}
draw arrow2 arrow (atomno=2) {.2 0 -1} {0 0 -.5} offset {-.5 -0.3 -.5}
