Hello Bong-Hyun Kim I've seen many times exactly what you describe in my Firefox WinXP. I think it's either a browser or a mouse driver issue. Scrolling on windows where you have not yet clicked on behaves different, in my experience, depending on the mouse driver/brand. And I mean in programs different to Firefox.
