Phil, I heavily advocate the use of only relative sizes for content in web 
pages.
And I have never seen any problem with browsers.

The situation is more complex than just screen resolution: today's browsers 
allow a variety of 
toolbars, side panels, etc., and there is also the zoom utility which 
increases/decreases all 
page content or just the font size. All this is also customizable by each user.

So you can NEVER assume that the user will have a certain available pixel 
dimensions in 
his/her browser.
