I agree that averaging label strings wouldn't make sense. But in other 
cases it also doesn't make sense but still it is required to add ".all" 
to get an array. (I don't remember the actual cases where I found this 
peculiar.)
I hardly got used to remember adding '.all' to get an array and simply 
suggest to reduce the number of exceptions one has to remember by 
allowing ".all' for all cases, regardless if the averaging is 
implemented or not.
