According to the 'set echo' documentation it is a proper syntax.

I might have hundreds of individual echo texts at different positions 
that might change over time. So I would prefer if I wouldn't need two 
commands to change an echo.

I wasn't aware that I could hide the echo initially with your syntax. So 
I didn't consider it. But it seems to work:

   set echo ID myecho 0% 0%;
   set echo myecho hidden;
   echo "It worked";
