Yes. Many file formats do not include partial charge information, and so Jmol 
cannot draw the MEP.

For example, MOL2 format will contain partial charges. So you need to find a 
source that provides partial charge information (or calculates it) and then use 
a file format that includes it.

Surely it is. JSmol has the full feature set and the Extension just deals with 
the way to insert the JSmol object in the wiki page. All scripting is possible.
