*Description:*


Responsible for management of technical projects in whole or in part. Can
direct technical staff and manage the activities of all aspects of the
project life cycle. Understands complex technical scenarios and requirements
and can ferret out obstacles to progress and suggest alternative strategies
and directions. Responsible for reporting status of a Project to Project
Management Office, Senior IT and Business Management, including the
articulation of impediments, risk analysis, risk mitigations, timeline and
budget impacts.

The Technology Office is looking for a qualified candidate to provide
Service Oriented Architecture expertise to agencies managing major and
complex projects. The ideal candidate will balance a highly knowledgeable
expertise in SOA concepts, technologies and implementations with excellent
inter-personal and business skills to ensure that the Technology Office is
providing high quality, positive support to agency and internal customers.

*Skills and Competencies:*


Good understanding of state government organization, politics and culture
(previous experience)
Good understanding of business needs and ability to interact effectively
with business leaders
Can translate business needs into IT architectural requirements consistent
with enterprise strategy
Must be able to work independently as well as in teams
Ability to quickly adapt to changing business and project priorities
Ability to manage multiple projects and task simultaneously and meet project
deadlines
Familiarity with latest IT architectural directions and related standards
(i.e.- SOA)
A minimum of 5 years previous job experience in enterprise architecture
preferably in the government sector

 *Duties:*


Provide primary consultation to agencies in aligning major projects with
Commonwealths Enterprise Architecture strategy (SOA)
Provide procurement and vendor evaluation support to agencies for major
projects
Research and analyze vendor solutions; coordinate vendor presentations as
needed
Draft position documents, recommendations, and strategic planning
Provide support to the Enterprise Architecture Council and the Technology
Offices Primary Enterprise Architect
Provide support to the Service Oriented Architecture Program
Research and analyze best practices in SOA enterprise deployments
Research and recommend IT policies and standards to support the enterprise
architecture
Prepare EA presentations for senior management, technical staff and business
staff throughout the enterprise
Provide training and awareness on Service Oriented Architecture and trends
Prepare and submit weekly summary of activities and accomplishments
Prepare, maintain and report on EA related project plans
Provide staff support to the Director as needed
