netiquette in cc'ing passed-on jobs

I often get emails on Perl positions that I opt to pass on.

Is it bad etiquette to reply to the sender with an optout reply, but 
keep his contact info and job req in the reply with a Cc to jobs-discuss 
so that interested parties can apply?
