I'm not a recruiter, but I think its a matter of demand. I've been
getting  a lot of this lately too -- they claim monster, but they have
a 3-year old resume (which is the last time I posted on monster).

I usually get 1-2 calls a week regarding my resume...this has been
going on for years. I have in 14 years, yet to be referred by a
recruiter. I think many don't bother reading my resume (especially the
part about rate, telecommute, and location).

If I were a recruiter, and I got hit on "perl, xml, and javascript"
I'd fire an email or call anyway, especially if I didn't know what any
of those words meant. Its to the point where I don't want to be rude,
but when they ask me to relocate, I'm happy if that's the first
question.
