Move dashboard alert collapse toggle onto a centered separator

The expand/collapse affordance was a right-side accordion chevron plus a
separate "+N more alerts" button — two disconnected controls. Consolidate
them into a single chevron centered on the separator below the alerts, with
the hidden-count label kept just above it, so it reads as one obvious handle.

Also soften the clamp edge: the max-height cut can land mid-line because the
markdown mixes line-heights and block margins, so fade the bottom of a clipped
alert instead of showing a sliced half-line. The fade only applies when the
content is actually clipped, so a short alert that fits is not dimmed.
