This is the "internal Breeze tool" step of AIP-91: a standalone dev-only project (dev/mcp_server) proxying the public REST API, so later AIP-91/AIP-101 phases can grow out of it while production concerns stay out of scope. Deployed as the mcp_server component via "breeze start-airflow --mcp-server" (host port 28081) or run over stdio directly by any MCP client.
