Version 1.2 and 1.2.1 of Joda-Time were both covered for this change.
And yes, a pluggable design giving the power to the user definitely
makes sense.

i'm assuming that the TZ database has already been updated, but if
not, it should be a simple matter to do it. and there'd be no reason
to change the JRE version just to get the time zone update.
