The changes for US were in svn version 883, which was released with version
1.2.0 of Joda-time. Canada will follow US rules and those changes are in svn
version 1001, which was released with version 1.2.1 of Joda-time.

Subject: [Joda-interest] US timezone changes in 2007

I could probably figure this out by tracing back through the timezone
databases, but it may be a good question for the FAQ. What's the earliest joda
release that supports the new U.S. daylight savings time changes in 2007?

thanks,
jeff
