After downloading 1.6 and running under NT I had the same problem.

To resolve I replaced all ':' separators in the CLASSPATH environment variable to ';' 
as defined in config.env. Looks like these would be set correctly if you rebuild from 
source but as I'm just using the binary version I modified this file directly.
