Sorry for the cross post, folks, but I'd asked in both places, and now I have the answer. For what ever reason, the jdk1.2.2/bin has to be in the path for it to work for me. I've verified this on two different RH6.2 machines. Actually, I verified it in two different xterms on the same one too, one that made and one that didn't. I diffed the environments to get the answer. It doesn't matter that the javac and rmic are passed to GenIC on the command line. Or it ignores the explicit paths, or something like that. They are specified in the makefile's output, but they don't seem to matter... Thanks Simon for all of the help...
