I had exactly the same situation about 18 months ago, before
successfully solving my three-pronged search. 

Firstly, Vigard's version of the Grace Of My Heart song is, curiously,
featured on a little-known US compilation called Love Scenes. I can seek
out the exact catalogue number and other details from my own copy if
you'd like. Have to agree it ought to have been on the soundtrack CD
itself. There was room on the disc to include both her version and the
Costello one, surely?

Meanwhile, I also absolutely agree that the unavailability of the film
on any format in the UK is shameful. There may still be some dog-eared
rental copies floating around the odd video stores, but I had to get a
US copy (my VCR plays NTSC tapes, thankfully) to see this excellent
film. If your machine has the capability to play American videos, I
could always lend you my tape.

It is, of course, also out on Region 1 (US again) DVD complete with
extras, so if you ever get a multi-region DVD player you're quids in!

Thanks to a fellow-lister (Raffaele), I got to hear the full GOMH
soundtrack...and a while after that I actually found a copy in a Virgin
sale for only 6.99.
