There used to be two companies which handled most of the "piped" music at stores and restaurants - DMX and AEI. (They've merged, I believe about a year or so ago.) Anyway, they don't really choose songs based on sales. They have different programmers who do so many different channels and the programmers definitely have some freedom to use their favorites. And their programming is generally aimed at maintaining a theme. They will often use music from offbeat recordings and new artists.
In fact, for all of you indie artists on the list, you may want to try sending them any finished product CD's you have. A few phone calls may get you some exposure.
