I agree that we already have had many of these programs on state and local
levels for years.  I think, in theory, the idea is to have a more efficient
centralralized clearinghouse of the tips that now go off into various other
agencies and possibly get shuffled to the bottom of the pile.  And I think
that the primary goal is to facilitiate reports of suspicious activity of
possible terrorists. However, with all of that I think that a lot of people
feel a great aversion and opposition to this kind of centralized Federal
control generally because it might be used against anyone or any group that
future Federal administrations may not like.  I'm not positive but it is my
understanding that the idea is going to be scrapped based on majority
conrgessional opposition.
