I agree that we already have had many of these programs on state and local levels for years. I think, in theory, the idea is to have a more efficient centralralized clearinghouse of the tips that now go off into various other agencies and possibly get shuffled to the bottom of the pile. And I think that the primary goal is to facilitiate reports of suspicious activity of possible terrorists. However, with all of that I think that a lot of people feel a great aversion and opposition to this kind of centralized Federal control generally because it might be used against anyone or any group that future Federal administrations may not like.
