I agree Kate - I've always thought Blue was about James too, despite the
"facts" that FTR is the JT album, and that this song is really about David
Blue.  JT was a heavy drug user in those days (and for a long time
afterwards) which I'm sure Joni found hard to deal with.  I'd quote from his
biography, but I've lent it to someone in Milwaukee ;o) - which is only
fair, since she gave it to me in the first place!

And there's the song he wrote which (to me) corroborates this theory:
