I hate to weigh in on these political diatribes, but would you really equate
denial of permission to run a casino with genocide?   Certainly it could be
called racism or economic oppression.  I think that the term "genocide"
should be limited to the kind of mass murder, either directly or indirectly,
by a government or sanctioned by a government.  I do not believe that I have
seen heard of this happening in my lifetime regarding native Americans.  Not
to quibble with mistreatment, benign neglect etc.
