Hmmm? I wonder why? Well..if you want use these as a deterrent you declare. Like don't mess with me. But if you are planning a secret attack..would you declare? (like China...India has made it known..leave us alone...WE GOT EM'!)There was no immediate comment from the Iraqi side.
