For what it's worth, I worked in the area of white-collar crime for ten
years and they do get caught up with.  Although in some cases, they do not
pay as much as they probably should.  However, the ones who are convicted do
pay quite a lot.  The bigger fish are exactly the ones who the focus is on.
Too bad they can't all be brought to justice, but there is only so much in
the way of money and resources to get them all.  To use their alloted funds
in the most effective way, the government prosecutors go after the biggest
offenders in the hope that the publicity and all will deter the smaller
ones.
